ANSWER
The difference between a prophet (or prophetically gifted person) and a psychic is about where the information is coming from. Where the information comes from makes all the difference in the world. If you intentionally tap into the spiritual realm with no intention to hear from God, your source is wrong.
God was clear on His feelings about this:
"Let no one be found among you who sacrifices his son or daughter in the fire, who practices divination or sorcery, interprets omens, engages in witchcraft, or casts spells, or who is a medium or spiritist or who consults the dead." - Deuteronomy 18:10-11 (NIV)
A true prophet receives his information from God alone. The bible says that in the last days there will be many people claiming to be prophets but most of them are false prophets leading people away from God. A true prophet cannot go to a prophet school and be trained for this. Any gift a prophet receives comes from God alone. It cannot be bought.
If someone gives you a prophecy in the Name of Jesus, it should be confirmation to what God has already spoken to you directly, OR God should give you confirmation of what was spoken. You need to pray about the word given to you and test the spirit in which it came from. The Word of God also warns us to test the spirits.
Beloved, do not believe every spirit, but test the spirits, whether they are of God; because many false prophets have gone out into the world.
By this you know the Spirit of God: Every spirit that confesses that Jesus Christ has come in the flesh is of God, and every spirit that does not confess that Jesus Christ has come in the flesh is not of God. And this is the [spirit] of the Antichrist, which you have heard was coming, and is now already in the world.
You are of God, little children, and have overcome them, because He who is in you is greater than he who is in the world. They are of the world. Therefore they speak [as] of the world, and the world hears them. We are of God. He who knows God hears us; he who is not of God does not hear us. By this we know the spirit of truth and the spirit of error. 1 John 4:1-6
In these last days many people, even the 'elite' as the Bible says, are being deceived to believe that true prophets are entitled to make errors. A true prophet must be 100% accurate. If one prediction does not come to pass then he fails. We must always keep our eyes focused on God and never man. Men will deceive us and distract us from what God truly has planned for our lives.
"If what a prophet proclaims in the name of the LORD does not take place or come true, that is a message the LORD has not spoken. That prophet has spoken presumptuously. Do not be afraid of him." Deuteronomy 18:22
God is not a man, that he should lie, nor a son of man, that he should change his mind. Does he speak and then not act? Does he promise and not fulfill? Numbers 23:19
